David Mitrani is a Senior Associate at Sandler Reiff Lamb Rosenstein & Birkenstock, P.C., primarily focused on federal, state, and local campaign finance and advocacy laws.

David advises federal, state, and local candidates, political committees and ballot measure committees, state parties, labor unions, corporations, and other groups on the best ways to navigate the complexities of federal, state, and local campaign finance, lobbying, pay-to-play, and advocacy laws.  David also advises lobbying firms, advocacy organizations, non-profit groups, and others on compliance with federal, state, and local lobbying, gift, and ethics laws.

David advises non-profit organizations on the correct structure and tax-exempt status to meet their goals, as well as advises on the scope of permissible political activities, charitable solicitations, corporate governance issues, and securing tax-exempt status with the IRS.

David specializes in the intersections of all aspects of Political Law, including the regulation of issue advocacy and grassroots lobbying communications by campaign finance law, the intersection of independent political spending and pay-to-play laws, and the intersection of lobbying and procurement activities.  These complex intersections require complex systems – David assists organizations, both local and national, with setting up systems to educate staff and consultants on ways to comply with this growing web of regulation, and to track the data required for public reporting.

David is widely quoted on campaign finance issues, appearing in CNN, The New York Times, Politico, Reuters, Roll Call, USA Today, The Wall Street Journal, The Guardian, and other outlets.

Prior to joining Sandler Reiff, David served as the Communications Director for Tommy Sowers, a congressional candidate in Southeastern Missouri, and worked for the communications departments of the Democratic Congressional and Senatorial Campaign Committees, and for the research department of the Democratic National Committee.

David graduated magna cum laude from the George Washington University with a Bachelors of Business Administration in Finance, and from the George Mason University School of Law.  He is admitted to the Bar in Virginia and in the District of Columbia.

David lives in Arlington, Virginia, with his wife Lorelei and their Corgi, Rudi.
