Jeffrey M. Wice, “of counsel” to Sandler Reiff Lamb Rosenstein & Birkenstock, P.C., has over 40 years of experience working in redistricting, voting rights and census law. He is considered a national expert on redistricting and has been included by ROLL CALL in its list of the top 50 Washington policy insiders. In 2020, the National Conference of State Legislatures (NCSL) honored him with an award for his work on the organization’s 2020 Redistricting Redbook handbook for legislators and staff.
Mr. Wice has assisted many state legislative leaders, Members of Congress, and other state and local government officials on redistricting and voting rights matters across the
nation. Mr. Wice developed the first national Democratic Party redistricting assistance program, working with state legislative leaders preparing for the 1990 census and redistricting process. He also served as counsel to President Bill Clinton’s appointees to the 2000 federal Census Monitoring Board. Since the 2000 cycle, Mr. Wice served as counsel and strategist to the Democratic National Democratic and other national redistricting projects.
In addition to his work co-editing and co-authoring NCSL’s 2020 Redistricting Law Handbook, he was a contributor to the 1990, 2000, and 2010 editions. As a long time counsel to the New York State Legislature. Mr. Wice has served in several NCSL leadership positions, including service on the national Executive Committee and currently as staff chair of the Elections and Redistricting Committee. As a campaign staffer, Mr. Wice worked for George McGovern, Allard K. Lowenstein, Daniel P. Moynihan, Adam Walinsky and others. During college, he worked in the office of Senator Edward M. Kennedy.
He is an Adjunct Professor/Senior Fellow at New York Law School where he directs the N.Y. Census & Redistricting Institute and also serves as a Fellow at SUNY Buffalo Law School. In the past, he has taught election law at Hofstra Law School and at the Touro Law Center. In 2016, Mr. Wice co-authored a chapter on redistricting in “New York’s Broken Constitution” (SUNY Press). In New York, he chairs the Redistricting Subcommittee of the New York City Bar Associations Election Law Committee. Mr. Wice holds a B.A. from The George Washington University and a J.D. from the Antioch Law School. He is a member of the District of Columbia Bar and has been admitted to practice the Federal District Court for the District of Columbia and the United States Supreme Court.
