Rachel Provencher is an Associate at Sandler Reiff Lamb Rosenstein & Birkenstock, P.C., primarily focused on federal, state, and local campaign finance law.

Rachel counsels federal, state, and local candidates and political committees; state parties; ballot measure committees; labor unions; 501(c)(3) and (c)(4) organizations and for-profit corporations on complex campaign finance and advocacy laws.  Rachel also advises clients on compliance with federal, state, and local lobbying, gift, and ethics laws.

Rachel supports non-profit organizations with the incorporation process, securing tax-exempt status with the IRS, and advice related to charitable solicitations.  She additionally assists non-profit organizations, for-profit corporations, and limited liability companies with general business matters that include drafting contracts, preparing trademark applications, and corporate governance issues.

Prior to joining Sandler Reiff, Rachel was a Presidential Management Fellow with the U.S. Department of Education.  As a part of this fellowship, Rachel completed a detail in the Office of General Counsel at the Federal Election Commission, where her work included issues in campaign finance and the Freedom of Information Act.

Together with John Hardin Young of Sandler Reiff, Rachel co-authored a chapter on recounts, contests, and post-election audits for the American Bar Association’s 2016 book, America Votes! A Guide to Modern Election Law and Voting Rights.  Rachel has been a guest speaker on these issues for an American Bar Association Continuing Legal Education panel and at William & Mary Law School.

Prior to law school, Rachel was a Teach For America corps member in the Bronx, New York where she earned her Master of Science in Teaching from Fordham University.  Rachel graduated Phi Beta Kappa from the College of the Holy Cross and earned her Juris Doctor from William & Mary Law School.  During law school, Rachel was an Articles Editor on the William & Mary Bill of Rights Journal and was actively involved in the Election Law Society.

Rachel is a member of the New York, Massachusetts, and the District of Columbia Bars.  Rachel is also a member of the American Bar Association.
