Mark Lancaster

Mark is an associate at Sandler Reiff Lamb Rosenstein & Birkenstock, P.C.  He advises federal, state, local candidates, campaigns, and state parties on state and federal campaign finance and election laws.  He also advises non-profit organizations on formation, corporate governance issues, securing and maintaining tax-exempt status as either a 501(c)(3) or a 501 (c)(4).  He provides legal advice to clients on a range of day-to-day personnel matters, such as employment agreements and policies, and counsels clients on harassment, disciplinary actions, labor management relations, workplace investigations, wrongful terminations, and employment discrimination issues.

Prior to joining Sandler Reiff, Mark served as assistant general counsel for both the Court Services and Offender Supervision Agency (CSOSA) and Pretrial Services Agency (PSA) for the District of Columbia in their Office of General Counsel.  In this role, he advised executive leadership, staff, and external stakeholders on federal employment laws and regulations.  Mark successfully served as first-chair in representing management for these agencies before the Equal Employment Opportunity Commission and the Merit System Protection Board.  He also provided advice on identifying and managing federal privacy risks and data security issues for clients.

Prior to his time with CSOSA and PSA, he served as a law clerk for the United States Attorney’s Office for the District of Columbia in its National Security Section and for the Environmental Protection Agency’s Honors Law Clerk program in its Office of Enforcement and Compliance Assurance.  During law school, he also served as a law clerk for the University of Maryland’s Medical System in its Office of General Counsel where he focused on resolving procurement matters.

Mark graduated from the Morgan State University Honors Program with a B.S. in Psychology and from the University of Baltimore School of Law.

Mark is a member of the bar of Maryland.
